Mitsubishi Chemical Carbon Fiber and Composites (MCCFC) is composed of several companies, but at its core there are two. In April 2013, two California Companies, Grafil, a carbon fiber manufacturer in Sacramento and Newport Adhesives and Composites, a prepreg manufacturer in Irvine, were merged to create Mitsubishi Rayon Carbon Fiber and Composites (MRCFAC); then in 2017, we re-branded to MCCFC. Since our merge, we have made multiple acquisitions within the United States. In addition to these acquisitions, we have continued to improve and expand our current facility’s capabilities. Job Purpose

The Training Program Coordinator is responsible for MCCFC – Sacramento’s training program and ensuring compliance to MCCFC’s export compliance obligations at this facility. Schedule training for employees ensuring schedule is available to affected department personnel, maintain training records, report status of training to department managers i.e. Notify managers and/or supervisors of missed training by their employees and report overview of training for  top management, Audit training program for compliance, provide training on IMS procedures, maintain training records for company.  Ensure training records are accurate and complete prior to filing.

Principal Accountabilities
  1. Develops annual training plan for MCCFC – CFD Sacramento
  2. Ensuring training procedure is implemented and maintained.
  3. Maintain annual training Calendar.
  4. Prepares training schedules to meet the requirements of MCCFC management systems, corporate, and legal obligations.
  5. Notifies employees and presenters of scheduled training and resolves scheduling conflicts.
  6. Develop and maintain detailed training reports for individuals, (what is due/overdue) and keep department managers advised on the status of their employees training.
  7. Provide summary reports for upper management on the status of training for compliance, conformance, and corporate requirements.
  8. Maintains accurate training record for MCCFC employees that meet the requirements of auditing bodies.
  9. Ensure training matrix is current. Ensure department managers periodically review matrix for their department and it is documented. 
  10. Administrator to the Safety Training software, PureSafety.
  11. Maintains Sharepoint libraries, keeping information current, and removing obsolete information from assigned sites, i.e. training site.
  12. Assist with the development of training and creating new ways to evaluate competence with focus on reducing time spent in classroom.
  13. Develops basic safety training topics for presentation to departments for crew meetings
  14. Develops presentations and Instructs training on IMS topics/procedures.
  15. Perform internal audits on the training process to ensure effectiveness.
  16. Work with department managers to ensure all new hires complete the MCCFC new hire orientation. This includes providing department with a new hire binder that includes a New Hire E H & S Checklist, Safety Handouts for New Hires and their respective department’s training checklists, for example, Production Level 1 Checklist.
  17. Work with department managers to complete training checklists and or Level training checklists within their departments.
  18. Assist with maintaining and auditing of the Export Compliance Program.
  19. Perform internal audits for IMS, quality, safety and environmental audits. Requires training on all three standards and knowledge of CAL OSHA regulations as they relate to MCCFC. 
  20. Performs general clerical functions as requested to assist Safety and Training manager.
  21. Provides cover for the Front Desk during breaks and absences.
  22. Provides cover for DCO Process.
  23. Responsible for maintaining the confidentiality of company proprietary information.

Exhibit exemplary conduct at all times in dealing with other MCCFC employees, and any outside contacts.

Knowledge / Skills / Experience

To perform at a proficient level and to be fully qualified, a person would be expected to have:


Education:  Minimum needed is high school diploma or GED;         


Experience:  Minimum needed is 2 years previous administrative office experience.  


Specialized knowledge/skills/abilities for performance of job:  Ability to use critical thinking skills for auditing programs for compliance.  Excellent written, verbal and telephone communication skills. Excellent personnel relationship skills.  Great attention to detail and high degree of accuracy in work. Proficient in Microsoft Office suite programs.  Ability to work independently and collaboratively.  Ability to research and determine/suggest solutions to training program or export compliance problems. Knowledge of Sharepoint helpful.  Knowledge of Easylobby software helpful.  Knowledge of ISO management systems helpful. Knowledge of training software like PureSafety or Dupont Safety helpful.  Willingness to learn new programs to enhance training or export compliance programs.  Ability to operate office machines: computer, fax, copier, scanner, laminator, printers, etc. Ability to maintain confidentiality.  Must be able and willing to do occasion overtime as needed.  Must be able and willing to be trained in regulatory and documentation procedures for the purpose of training others.
